This contract has been awarded under the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Procurement Act 2023 do not apply to this award.<br/>Regulation 14 Urgent Award has been applied to avoid loss of outreach service due to Provider withdrawal. The award is required urgently as delay would prevent opportunity for patients to be vaccinated and would likely pose a risk to patient / public safety. This circumstance was not foreseeable and not attributable to the Relevant Authority.

This contract has been awarded under the Health Care Services (Provider Selection Regime) Regulations 2023. more…For the avoidance of doubt, the provisions of the Procurement Act 2023 do not apply to this award.<br/>Regulation 14 Urgent Award has been applied to avoid loss of outreach service due to Provider withdrawal. The award is required to urgently as delay would prevent opportunity for patients to be vaccinated and would likely pose a risk to patient / public safety. This circumstance was not foreseeable and not attributable to the Relevant Authority. <br/>The service is for the region – Black Country and is for the delivery of outreach roving Covid-19 vaccination clinics across the four Black Country localities, targeting underserved populations.<br/>To maintain Covid-19 targeted outreach roving vaccination provision across Black Country localities (Dudley, Sandwell, Walsall, Wolverhampton) to prevent gaps in access and address health inequalities with any immediate loss of service requiring same-day action to ensure continuity of vaccination delivery. Demand is driven by low-uptake and needs rapid mobilisation in underserved communities, existing provider unexpectedly withdrew. Delay would prevent urgent patient care from being delivered, particularly for high-deprivation, hesitant and underserved groups.<br/>The Provider has been selected as they have a proven ability to deliver mobile clinics with an existing trained workforce and can mobilise immediately ensuring continuity.<br/>The contract start date is 1 October with a contract end date of 31 January 2027. The contract period is less than 12 months.<br/>The value is up to £120,000 for the life of the contract.<br/>Details of individual making decisions:<br/>Midlands Vaccination Commissioning Group virtual approval 8 September 2026. Final approval was given by NHS Black Country Integrate Care Board (ICB) – 9 September 2026 and Kerry Wathen, Head of Vaccination Commissioning & Operations, NHS England Midlands on 9 September 2026. <br/>There were no conflicts of interest identified
