What is being bought

The provision of M+E Consultant Services for RIBA stages 3 to 7 for the Barbican Arts Centre Fire Safety Project. The M+E Consultant will assist in developing a strategy, schedule of works, anticipated construction cost, monitoring the works and handover and sign off for the project. The following is to be provided: • Leading the team on the design of systems etc, up to the end of RIBA Stage 3, to deliver the scope required to comply with the Current Building Standards, wherever possible. • Lead the team in providing the scope of works and tender documents. • Review tender submissions. • Provide technical input during the construction phase. • Review and comment on contractor’s proposals during the construction phase. • Input into the handover phase including checking all required documentation is submitted and is correct. • Ensure all statutory compliance is met throughout the development and execution of the project. • At the end of each RIBA stage assist the City in seeking approval from stakeholders. • The construction budget for this project is estimated at £11m. • This is a fixed fee appointment and is to include all expenses. • The works may be phased to deliver the requirements in order of priority. • Works are currently being carried out to improve the level of security at the Centre and this project will need to take account of and interface with these. • It is not the intention that the M+E Consultant is novated to the Contractor. At the City’s discretion, the M+E consultant may enter into an agreement with the Contractor to complete the design and assist in the delivery of the works. If the Consultant enters into this agreement, they must provide evidence to the City’s satisfaction that proper controls are put in place (e.g. separate and discrete resources) to prevent any conflicts of interest arising. • The M+E Consultant will act as the Lead Designer • Account needs to be taken of the interface with other parts of the Barbican Estate and particularly the cinemas and exhibition halls. • Familiarisation with the Barbican’s Listed Building Management document.

The Barbican Arts Centre is a complex of buildings in the City of London’s Barbican Estate. The facilities include a theatre, a small experimental theatre, a concert hall, a library, an art gallery, foyer space, cafes, bars and restaurants, a large conservatory, technical back of house areas, offices, car parking and a large central plant room. Large parts of the building are below ground level. A crescent forms part of the layout and at higher levels this contains residential units. The Arts Centre interfaces with other parts of the Barbican Estate including cinemas and exhibition halls, however these areas are not included in this scope of works. The building was designed by Chamberlain, Powell and Bon, and was completed in the 1980s. It has since been listed. A project is being put in place to upgrade the fire safety of the building and comply with current standards wherever feasible. This majority of the scope and value of this project concerns improvement to the fire safety of the Barbican, including to comply with current standards wherever feasible. The Fire Safety works have an anticipated value of circa £11m, which includes for the following packages, categorised into three groups, based on how soon they could be delivered. The appointed consultant team will need to support these packages to varying degrees: Quick Wins Works to be surveyed and commenced as soon as reasonably possible, to be undertaken by an incumbent maintenance term contractor. Likely to require very little design work by the consultant team, with consultants providing ad hoc support and advice as required: 1. Fire Signage 2. Emergency Lighting Reasonably Quick Wins Works to be undertaken as soon as reasonably possible, but which require the procurement of specialist contractors, and where the scope of works require further definition following upcoming combustibility tests and further surveys: 3.     "description": "The City of London Corporation (the City) is seeking an M+E Consultant for RIBA stages 3 to 7 for the Barbican Arts Centre Fire Safety Project.  The M+E Consultant will assist in developing a strategy, schedule of works, anticipated construction cost, monitoring the works and handover and sign off for the project. The following is to be provided:\n•\tLeading the team on the design of systems etc, up to the end of RIBA Stage 3, to deliver the scope required to comply with the Current Building Standards, wherever possible.\n•\tLead the team in providing the scope of works and tender documents.\n•\tReview tender submissions.\n•\tProvide technical input during the construction phase.\n•\tReview and comment on contractor’s proposals during the construction phase. \n•\tInput into the handover phase including checking all required documentation is submitted and is correct.\n•\tEnsure all statutory compliance is met throughout the development and execution of the project.\n•\tAt the end of each RIBA stage assist the City in seeking approval from stakeholders.\n•\tThe construction budget for this project is estimated at £11m.\n•\tThis is a fixed fee appointment and is to include all expenses.\n•\tThe works may be phased to deliver the requirements in order of priority.\n•\tWorks are currently being carried out to improve the level of security at the Centre and this project will need to take account of and interface with these.\n•\tIt is not the intention that the M+E Consultant is novated to the Contractor.  The M+E consultant may enter into an agreement with the Contractor to complete the design and assist in the delivery of the works.  If the Consultant enters into this agreement, they must provide evidence that proper controls are put in place (a Chinese Wall) to prevent any conflicts of interest arising and evidence must be provided of this.\n•\tThe M+E Consultant will act as the Lead Designer\n•\tAccount needs to be taken of the interface with other parts of the Barbican Estate and particularly the cinemas and exhibition halls.\n•\tFamiliarisation with the Barbican’s Listed Building Management document.",
