Why no open competition: The procurement falls outside the scope of application of the directive
Published justification: Mini competition using Lot 2 of the Scottish Government Digital and Technology Services Dynamic Purchasing System (DPS) ensures a compliant procurement route without a requirement to complete the full procurement process. All suppliers who received the ITT were pre qualified in order to be included within the DPS.
