What is being bought

- terminated, As per Section 71(5) of the Procurement Act. The Contract went live on 02/02/2026 following award in November 2025 and on 04/03/2026 the Council notified the Contractor of a number of Contractual obligations that were not being delivered through this Contract. This was following on from previous attempts made by the Council to proactively engage with the Contractor to remedy such breaches and receive necessary assurances. Following notification by the Council on 04/03/2026, the Council did not receive a plan or any suitable evidence / explanation to its satisfaction that sufficiently addressed the issues raised and as such the Council decided to proceed with Contract Termination in accordance with the terms of the Contract. This decision was made after additional attempts by the Council to obtain a response/plan from the Contractor (after the previous request issued on 04/03/2026). On 06/05/2026 formal notice of termination was issued to the Contractor, with the Contract formally ending on 31/05/2026. The breach did allow for immediate termination, but the Council decided it was in everyone's best interest to delay termination until the end of the month.

- Termination
- breachOfContract
- Breach of contract On 4th March 2026 the Council notified the Contractor of a number of contractual obligations that Chase Services Group Ltd were failing to deliver through this Contract. This was following on from previous attempts made by the Council to proactively engage with Chase Services Group Ltd to rectify these issues prior to 4th March 2026. A remedial plan was requested but one was not received.
- Breach of contract Given the nature of this Contract, its public facing element, and the requirement to liaise with third parties such as North Wales Police and other support agencies to ensure vulnerable individuals receive appropriate assistance, there was a belief that the continued delivery of the Contract in its current state would negatively damage the Council’s reputation with third parties and the public, all of which are relied upon to successfully deliver the Contract. As a result, there is a risk that if the Contract were to continue it would damage the Councils reputation and be of detriment to the public who are the ultimate beneficiaries of the Contracted Service. No remedial plan was received that would address these concerns.
