What is being bought
The Department is publishing this PIN to notify the market of its intention to launch a competition in Summer 2021 to renew the existing framework.
In line with its Aviation Security Strategy, the Department for Transport works to improve the standards of aviation security around the world for inbound flights to the UK. The Aviation Directorate leads on this important work for the Department, which comprises of the provision of equipment, training and strategic support to partner states where vulnerabilities in security are identified.
Training is a key pillar of our assistance package, and the Department requires a framework for the provision of training services from UK DfT certified aviation security trainers and their respective organisations to design, plan, deliver and evaluate a range of aviation security capacity development projects overseas. Suppliers will deliver short, tactical deployments (typically from 1 to 3 weeks in length) in specific areas of aviation security.

- Lot 1 · #1Individual lot title not publishedplannedPublished valueNot publishedThe aim of this procurement is to set up a framework agreement with suppliers to provide aviation security training-related provisions internationally and in the UK. The Framework will run for an initial 3-year period, with the option to further extend the framework for up to 12 months. It is envisaged that the department will be delivering up to approximately 100 projects including training courses of differing types during each year of the Framework. Suppliers will typically be required to deliver courses in Asia, Africa, the Middle East, the UK and elsewhere as the Department requires. Training events may consist of aviation security courses to improve operational delivery or tackle specific vulnerabilities. The Department may also require the delivery of other types of support, such as operational support, provision of training materials or the review of existing security training. These are intended to improve aviation security at a particular airport or group of airports, or within a Host State's aviation security regulatory framework. Training events will generally be delivered in the host state's airport(s) and aviation training facilities. There could be occasions when training events may be required to be delivered in neighbouring countries, in the UK or virtually. It should be noted that some of the facilities in host countries may be challenging and less developed in comparison to the UK.
