What is being bought

HMRC are considering the implementation (provide and configure) of a COTS (Commercial Off-the-Shelf) automated regression testing solution that is native to ServiceNow. The solution should automate regression testing across multiple environments, automate documentation and handover steps, reduce rework and enable faster and more reliable deployment processes. As part of this effort, HMRC are looking to engage with the market to better understand supplier capabilities in this space. Suppliers are invited to attend an early market engagement session to gain insight into the requirements and participate in a capability-scan exercise. Please note, this is a Request for Information (RFI), serving to inform about upcoming market engagement, and not a tendering opportunity.

Comparable-procurement analytics

Benchmarked against retained Find a Tender procedures with CPV division 48. The category anchor is Software package and information systems (48000000); this is a deliberately broad market comparator. The comparison is shown at several levels rather than pretending one company or region is always the best benchmark.

Comparison setProceduresReported bids per procedureNamed award suppliersPrice evidence
Market: CPV division 482,5441 median · 6.1 average (774 of 2,544 with a bid count)1.4 average (838 of 2,544 with named award suppliers)Not published

“Reported bids” is an official aggregate, sometimes reported per lot; it is the closest available competition measure. “Named award suppliers” are winners, not all applicants.

Price-outcome signal

Not enough comparable procedures currently publish both a GBP tender value and a usable lowest-valid-bid value to calculate a responsible price-reduction benchmark. Tenderline deliberately does not infer a saving from named award suppliers or from missing award values.
