    This contract relates to the provision of a managed infrastructure hosting service for National Highways' Advanced Traffic Management System (ATMS). The supplier will provide Tier 3 Data Centre rack space for the hosted service, along with automated monitoring, data and system backup, storage / capacity management, and firewall services. The contract will also include extensive Service Management and Operational Change Management, in order to ensure that the services continue to meet the performance and availability standards of National Highways at all times. The supplier will also provide a Service Desk to assist with Incident and Problem Management.

Procedure rationaleThe services provided under this contract represent a critical component of National Highways' Advanced Traffic Management System (ATMS), itself a system that is fundamental to the safe management of traffic on the Strategic Road Network (SRN). It is therefore the case that a continuation of these services with the incumbent supplier is necessary in order to reduce the level of technical and operational risk that would be caused by a change in supplier in the short-term. As above, the hosted ATMS is a highly complex, safety critical element of the National Highways' Operational Technology eco-system and is currently in the process of being implemented across our multiple Regional Control Centres (RCCs). As such, the end-to-end ATMS is under continual development and improvement prior to reaching a fully operational steady state. It is therefore the intention of National Highways to conduct a future competitive procurement for these services at the end of this contract term.
