What is being bought
The Council employs a building maintenance division called BTS which is also a trading arm of the Council. They use direct labour as well as sub-contractors
The purpose of this tender is to set up an Internal frame work of roofing and solar PV support contractors with the view to award a primary provider for each lot on a reactive and small works basis and up to a maximum of 3 contingents to provide support as required by the council.
A provider can bid for all or individual lots.

Generally these have low pitch roofs which are currently covered with asbestos cement sheets. The replacement roof covering is to be with plastisol coated, profiled steel sheets. Contractors within this lot must be licensed to remove the asbestos sheets and follow the correct procedures for removal from site and disposal (including providing all consignment notes to the CA). This work is also associated with the replacement of gutters and downpipes. The works may either be done in conjunction with roof replacement, done as a standalone replacement, or part of a new build construction (first time installation). The detailed specification for this work can be found in SD4 – Gutters Fascias and Soffits Specification. The contractor will not need to provide access for the works as this will be arranged by the CA. If the existing soffits and fascias contain asbestos, they will be removed by others prior to commencement of the works. - Lot 5 · #5Individual lot title not publishedactivePublished valueNot publishedSolar PV Installation – The Council is installing solar PV onto properties on a planned basis as the budget becomes available for this to happen. This allows the tenant to take advantage of the free electricity generated which will reduce fuel poverty for them going forward and for the Council to receive any feed in tariff to fund the programme. This programme will contribute towards the goal of making the town more sustainable, allowing the Council to move towards net carbon zero and protect the disadvantaged from fuel poverty. The successful contractor will be required to carry out some design work and provide technical advice as part of the contract. The detailed specification for this requirement can be found in SD5 – Solar PV Specification. The works may be carried out in conjunction with Lot 1 where properties are being reroofed, may be on newly built properties, or may be a standalone installation where only the roofing relating to the area covered with PV panels will be effected.
