Procedure rationaleCopperleaf were awarded the implementation project after being identified as the preferred (and least cost) supplier from an OJEU process in 2017. The current contract with Copperleaf expires in May 2022. Justification for Single Source: 1. It would take at least 9 months to implement a different system to meet the same requirements, which is expected would bear a significant cost in terms of Capex, as well as an increased licence fee, however in order to ensure that reporting requirements can be met, this system would need to be in place for April 2022. 2.The implementation of the decision support tool C55 or any other equivalent system has not been budgeted for in RIIO-GD2. 3. If the contract was not renewed with Copperleaf in May 2022, we would lose access to the system and would be unable to meet our annual reporting requirements for NARMs. Previously this was done using excel spreadsheets, however these are now obsolete and do not produce the data requirements from Ofgem as part of RRP. 4. In addition to the Capex cost avoidance and increased license fee, it is anticipated that Copperleaf will provide a further discount due to a longer contract period. Based on the above justification, NGN's intention is to single source this contract to Copperleaf.
