Published requirement description

This tender opportunity has been issued by Aspire Academy Trust (the Trust), and Tenderers are invited to tender for the provision of an integrated Human Resources and Payroll system, with the capability to support a fully managed payroll service. Full details of all contract requirements are set out in Document 2: Specification of Requirements. The Trust comprises multiple academies operating under a unified governance structure and workforce framework. To support effective workforce management, regulatory compliance, and strategic oversight, the Trust requires a fully integrated HR and Payroll platform operating from a single, authoritative dataset. The solution must enable compliant payroll and workforce administration in accordance with relevant legislation, HMRC requirements, Teachers’ Pension Scheme (TPS) and Local Government Pension Scheme (LGPS) regulations, statutory employment obligations, and sector best practice. It must also provide the transparency, reporting capability, and internal controls necessary to support efficient Trust-wide operations.

  • The authority expects to re-tender this requirement around 31 May 2032, 23:59 BST.
  • No preliminary market engagement: The requirements are not complex, or niche and the Contracting Authority already has an understanding of what they want the service to deliver and the market is known.

What this means for your bid
  • Price carries 40 of 100 points: a 10% discount moves about 4 points. The method statement decides this lot, not the discount.
  • Turnover usually expected at this size: about £299,738 (twice the annual value).

Price arithmetic assumes straight proportional scoring; the tender pack may use another formula. Turnover is an indicative market norm (≈2× annual value), not a published condition.

Personnel services except placement and supply services (CPV 7963) in South West England, and who usually turns up

Aspire Academy Trust has too little published record in this market to describe on its own. Published market evidence for the same work stands beside whatever it has. Frameworks and DPS are kept out: they attract a different number of bids. Whole-market view: Personnel services except placement and supply services (CPV 7963) →

About this data
  • Source. Official UK public procurement notices (Find a Tender), reused under the Open Government Licence v3.0. New notices arrive through the day; the figures are rebuilt nightly.
  • Two views, kept apart. The authority’s own track record and the wider market for the same kind of work sit side by side and are never mixed. Where the local picture is too thin, a figure widens to a broader market and says which one it used.
  • Forecasts are labelled. The price forecast and its range, possible competitors and the earlier-work matches are our estimates from past awards: not published facts, not win chances and not price advice. Official notices do not say who is bidding.
  • Every figure shows what it rests on. Not every notice publishes a bid count, a value or a delivery region, so each figure carries the number of records behind it, and one built on few records is marked as such. The on a figure explains it; the counting rules are in the methodology. Spotted something wrong? Tell us.
