Comparable-procurement analytics

Benchmarked against retained Find a Tender procedures with CPV division 85. The category anchor is Health and social work services (85000000); this is a deliberately broad market comparator. The comparison is shown at several levels rather than pretending one company or region is always the best benchmark.

“Reported bids” is an official aggregate, sometimes reported per lot; it is the closest available competition measure. “Named award suppliers” are winners, not all applicants.

Price-outcome signal

Not enough comparable procedures currently publish both a GBP tender value and a usable lowest-valid-bid value to calculate a responsible price-reduction benchmark. Tenderline deliberately does not infer a saving from named award suppliers or from missing award values.

"description": "THIS IS NOT A CALL FOR COMPETITION\nLeicester City Council (the Authority) and the NHS Leicester, Leicestershire and Rutland Integrated Care Board (LLR ICB) are recommissioning their Home Care Services, for the population of Leicester. It is anticipated, dependent upon this soft market testing and market engagement exercise, that Tenders for this project would be sought during late 2023 to enable new contracts to begin from 07/10/2024.\nAs part of the commissioning process, the Authority is undertaking a soft market test and online market engagement event. Further to initial soft market testing, commissioners have proposed a potential model for this service going forward. This gives potential Tenderers and other stakeholders the opportunity to express their interests and feed in their views about the potential model and specification principles. The commissioners will use the information to appraise options and further develop the specification.\nThis process does not constitute a formal Tender or other competitive bidding process and will not result in the letting of a Contract. The Authority is using this process solely to test the market to gather information and ascertain the level of interest in this. There are therefore no formal criteria which we will use to review responses and it is not our intention to provide any feedback.",
