Published requirement descriptionThe Authority intends to establish a four-year Framework Agreement comprising two Lots for the provision of inspection, maintenance, and repair services for the overseas Civilian Armoured Vehicle (CAV) fleet managed by FCDO Services.
Services will be delivered within defined geographic regions:
Lot 1: Ukraine, Middle East and Africa.
Lot 2: Americas, Europe and Asia-Pacific.
Each operational CAV within the global fleet is required to undergo an independent inspection and service at intervals of approximately 12 to 16 months throughout its operational lifecycle. These inspections are intended to assess vehicle roadworthiness, verify the condition of visible armoured protection systems, and undertake routine servicing activities.
Following each inspection, the Supplier shall provide a comprehensive condition report detailing the vehicle's assessed condition, defects identified, servicing undertaken, and any remedial works completed during the inspection. The Framework will also include the provision of ad hoc repair and maintenance services arising from inspection findings or defects identified by in-country personnel during routine operations.
The Authority intends to appoint two suppliers to each Lot to support the delivery of these services throughout the Framework term

Published description of the framework
Call-Off Contracts under this Framework Agreement may be awarded either by direct award or by further competition, in accordance with the terms of the Framework.
For all Lots, a Call-Off Contract may be awarded by direct award, without reopening competition, where all of the following conditions are met:
a) the Services are required outside the Authority's planned programme of inspections, which are typically undertaken at intervals of 12 to 16 months;
b) the Services relate to a single Country or Location;
c) the Services can reasonably be completed during a single site visit; and
d) the estimated value of the Services, excluding the cost of any goods, materials or associated products required under the Call-Off Contract, is less than £40,000.
Where any of the above conditions are not met, the Authority shall award the Call-Off Contract following a further competition between the Framework Suppliers appointed to the relevant Lot.
Further competitions will be conducted in accordance with the Framework procedures and may assess quality, delivery, programme, resource availability and other contract-specific requirements. Tendered commercial rates submitted as part of a further competition shall not exceed the applicable maximum rates established within the Framework pricing schedules at the point of Framework award.
