What is being bought

Published requirement description

This Procurement was conducted in accordance with the Procurement Act 2023, using the Open Framework Procedure. The Framework period will be for eight (8) years. It is intended for the contract to commence 1 September 2025.

Open Frameworks are "reopened" (i.e. one Framework in the scheme expires as the next one commenced) periodically throughout the term to allow new suppliers to tender for a place on the Framework.

The Open Framework will re-open intermittently, during which periods new providers will be able to gain entry onto the Framework Agreement.

Published description of the framework

Tenderers are required to complete and submit the pricing and vehicle information schedule - Operational Route Mileage Charges Form.

All prices must be quoted in pounds sterling to a maximum of 2 decimal places and currency fluctuations will not form part of the Contract Agreement.

All prices quoted must anticipate all costs in relation to the provision of the service as NO additional costs will be accepted.

Following the establishment of the Framework Agreement and once route scheduling for the start of the 25/26 School year in September 2025 is complete, the contracts for individual Route Schedule(s) will be awarded based on the most economically bid having regard to quality score, operator vehicle availability and tendered price.
