What is being bought
Appointment of specialist energy solutions company with expertise to carry out multidisciplinary functions including grant compliant energy surveys, solar / renewable designs, resident engagement as preparatory services supporting the Retrofit as Scale (RaS) project The RaS pilot involves a model to test and develop the principles as part of a prototype to reduce carbon emissions at scale across our housing stock while providing lower energy costs for residents. It is the intention of the Council to set up, as a proto-type, a special purpose vehicle which will facilitate the installation of Solar PV an Battery energy storage systems across 2,000-3,000 homes. The proposed approach is the first of its kind at any significant scale. The RaS pilot involves a model to test and develop the principles as part of a prototype to reduce carbon emissions at scale across our housing stock while providing lower energy costs for residents. The proposed approach is the first of its kind at any significant scale. This initial preparatory work under the direct award will provide the Council with the necessary documentation to allow pre-purchasing material (such as solar panels, inverters, and batteries) to to mitigate future retail price increases and meet grant funder requirements.

Procedure rationaleIt is the intention to make a direct award of a contract for specialist preparatory services supporting the Retrofit as Scale (RaS) project to a bespoke contractor Sero without going through a competitive tendering process. This is considered to be required firstly because of the novel pilot nature of the prototype project and secondly because of the urgent nature of the work (given the need to comply with grant conditions).Given the pilot nature of the RaS project it is considered that the proposed contract award to Sero is covered by Section 41.
