What is being bought
The Defence Equipment and Support (DE&S), United Kingdom Global Navigation Satellite System Project Office (UK GNSS PO) has an approved funding line for a modernised Anechoic Chamber Test Facility (ACTF) for Future Multi-Frequency, Multi-Constellation Global Navigation Satellite System (GNSS) Receiver and Anti-Jam (AJ) System Performance / Platform Vulnerability Testing. As part of the facility modernisation, a new GNSS simulation capability is required.
The GNSS simulator competition is for the purchase of a complete system, including the broadcast antenna; there is no opportunity for product/solution development.
An additional option for support and maintenance from delivery of product will also be included until end of contract (31 March 2024).

Procedure rationaleThe aforementioned contract has been placed using the negotiated procedure without prior publication pursuant to Article 28(1)(e) of Directive 2009/81/EC (Regulation 16(1)(a)(i) of the Defence and Security Public Contracts Regulations 2011): In the absence of tenders, suitable tenders or applications in response to a restricted procedure.
The Authority conducted a Restricted competition for the Anechoic Chamber Test Facility GNSS Simulator System. One Tender was received, which, when evaluated following the published evaluation criteria, was deemed non-compliant. It is considered that pursuant to Regulation 16(1)(a)(i) of the Defence and Security Public Contracts Regulations 2011, the Authority concluded negotiations with Spirent Communications PLC to achieve a compliant bid. |
