Why no open competition: Extreme urgency brought about by events unforeseeable for the contracting authority/entity and in accordance with the strict conditions stated in the directive
Published justification: To maintain compliance and ensure continuity of supply, a short-term direct award has been implemented with the incumbent supplier for an initial period of six months, with an option to extend for a further six months if required. This arrangement has been put in place as the deadline for extending the existing contract was missed while a full competitive tender process is currently underway. The direct award provides a compliant interim solution, ensuring there is no disruption to service provision whilst allowing sufficient time for the ongoing procurement exercise to be completed and a longer-term contract to be awarded.
