    "description": "NHS Gloucestershire Integrated Care Board (GICB) were seeking to secure a Prime Provider who had the capability and capacity to provide a Continuing Healthcare and Nursing Healthcare digital system, in line with the specified requirements. The Commissioner confirmed that whilst they were seeking a Prime Provider, they welcomed partnerships, consortiums and/or sub-contractual models, which was at Bidders' discretion.\nServices are scheduled to commence on 1st April 2026. A breakdown of all figures and terms were found within the Invitation to Tender (ITT) documentation.\nThe Department of Health and Social Care (DHSC) has recently announced a restructure of Integrated Care Boards (ICBs), with the plan for Gloucestershire ICB to initially cluster and then merge with Bristol, North Somerset and South Gloucestershire ICB. There is limited information on whether CHC services will remain within ICBs or join another organisation within the wider ICS footprint. When the organisational changes are known the relevant amendments required to the contract will be revised with the successful provider and will be in line with the modification sections of the Procurement Act 2023 (PA23) regulations\nThe Contracting Authority will observe a 8 working day standstill period starting from the following working day of this notice prior.\nThe Standstill Period will end on 28 October 2025.\nThis exercise was carried out by NHS South, Central and West Commissioning Support Unit (SCW) on behalf of the Commissioner.",

    "description": "1)\tThis notice is placed as a Preliminary Market Engagement Notice (PMEN) UK2 to inform the market of NHS GLOUCESTERSHIRE ICB's (\"the Commissioner\") intention to commission a Continuing Healthcare and Nursing Healthcare digital system. \n2)\tThe technology solution element within this requirement is termed 'CHC' (Continuing Healthcare and Nursing Healthcare system). The Commissioner would like to understand the level of provider interest in delivering these requirements.\n3)\tThe CHC Digital system will need to have the following functionalities and/or mandatory requirements:\na.\tMap all age Continuing Care assessment process in line with the NHS framework including digital templates to support the assessment process including the checklist and decision support tool. \nb.\tReferral platform that enables external partners to complete tailored web-based referral forms. \nc.\tOngoing case management functionality including the ability to; accurately record care package details and manage staff workflows. \nd.\tAbility to monitor and proactively manage statutory time-bound activity including but not limited to; assessments, reviews, and joint funded packages of care. \ne.\tPatient platform that enables service users to track their assessment, key milestones and outcomes\nf.\tReporting function including:\ni.\tAutomated reports to meet national requirements for quarterly benchmarking and the All Age Continuing Care Patient Level Dataset. \nii.\tCustomisable ad hoc reporting. \ng.\tCustomisable data visualisation tool for ongoing monitoring and insights. \nh.\tEmployment of AI and ambient technology to streamline the assessment process. \ni.\tInteroperability with partner systems including RiO, SystmOne Community, and Liquid Logic as well as National Spine. \n4)\tThe contract duration will be confirmed ahead of any formal invitation to tender (ITT) being issued and is likely to be between 3 and 5 years, depending on the route to market chosen following market engagement. At present the anticipated start date of the contract will be April 2026, but these timeframes and dates are liable to change. \n5)\tThe number of potential lots has not yet been decided and will also be confirmed ahead of any formal ITT and following inputs from this market engagement.\n6)\tTUPE will not apply to this opportunity as it is a new requirement without an incumbent provider.\n7)\tThe budget for this digital requirement has not yet been defined. It is the Commissioners intent to provide an estimated budget as part of the details discussed at the virtual Market Engagement Event (MEE).
