Procedure rationaleThis contract is for the provision of a social work team of 4 agency workers. The usual avenues of recruitment of agency workers have not been successful.
This contract is required urgently in order for the Trust to meet its statutory responsibilities in the protection of Children.
The Public Procurement Note 01/21, published Feb 2021 allows direct award of contracts where the following have been met and documented:
• Genuine reason for extreme urgency - in this case, increased referrals resulting from Covid19 and usual recruitment avenues not being successful
• The events leading to the urgency were unforeseeable - in this case, Covid19
• It is impossible to comply with the usual timescales (i.e. run a tender) - in this case, the Trust required social workers urgently in order to meet statutory responsibilities.
• The situation is not attributable to the contracting authority - in this case Covid19 was unforeseeable and despite best efforts, the Trust have not been able to recruit to these positions |
