Published requirement descriptionThis invitation to tender is from the London Borough of Camden who are seeking to award a contract for the provision of the Adult Social Care (ASC) Co-Production and Lived Experience Involvement Service for people drawing on Care and Support.
Co-production and lived experience involvement enables people who draw on care and support to work in partnership with the Council to shape, design and improve services. Current provision, delivered by The Advocacy Project through the Learning Disabilities Experts by Experience (EbyE) service (also known as Synergy) and mental health co-production within the Reach Out Camden (ROC) Alliance, expires on 31 March 2027.
Recommissioning provides an opportunity to establish a more consistent, equitable and visible approach across ASC. Stakeholder engagement has highlighted the need for clearer pathways, meaningful influence, improved accessibility, and wider participation, particularly from seldom-heard groups.
The new offer will cover people with learning disabilities (aged 14+), autistic people, adults receiving homecare, extra care, residential and nursing services, and people with mental health needs, with tailored engagement pathways for each group.
The service will embed lived experience across governance, quality assurance, commissioning and service improvement through a mix of paid and voluntary roles, using an accessible, relationship-based approach.
The contract will be for a period of 60 months commencing on 1st April 2027 until 31st March 2032.

Camden Council is reviewing its Experts by Experience contract for people with learning disabilities, which is due to expire in October 2026, with a view to deciding whether and how to recommission this service.
This service is separate from the range of advocacy, welfare advice, and support services in Camden.
The Council wishes to undertake market engagement in relation to the possible re-commissioning of this service, and therefore would welcome the views of providers on the questions set out in the questionnaire.
Interested parties will not be prejudiced by any response or failure to respond to this soft market testing and a response to this notice does not guarantee any invitation to participate in any future public procurement process that the Council may conduct.
This notice does not constitute a call for competition to procure any services for the Council and the Council is not bound to accept any proposals offered. The Council is not liable for any costs, fees or expenses incurred by any party participating in the soft market testing exercise. Any procurement of any services by the Council in due course will be carried out strictly in accordance with the provisions of the Procurement Act 2023.
Any responses provided will not be treated as commercially confidential, unless expressed by the providing party, and may be used by the Council in the final service specifications used for the contracts, but no organisation will be individually identified.
We would like to receive feedback on the service, responses to the questions set out in the attached questionnaire, and any other comments that you may have. Organisations will have the opportunity to ask clarification questions on the specification should a procurement process be undertaken.
The Council has published a market engagement questionnaire through ProContract - procontract.due-north.com/Advert ↗ and would welcome suppliers to complete the questionnaire and return through the portal.
