Adult Community Specialist Palliative Care Services

This is a Provider Selection Regime (PSR) intended approach notice. <br/><br/>This market engagement assessment will allow the Contracting Authority to make a fair and transparent informed decision on what appropriate next procurement steps to undertake. These are likely to come under two categories:<br/><br/>- Where there is no competition – Contracts may be awarded under the Direct Award Process A in compliance with the Procurement Selection Regime Regulations (PSR)<br/><br/>- Where there is competition – A Most Suitable Provider or Competitive Process may be necessary to procure the services in compliance with PSR.<br/><br/>Participation for this market engagement closes at 12:00hrs 10 January 2025<br/><br/>The model of care for Adult Community Specialist Palliative Care Services will be an integrated service, and therefore will require providers to deliver the full package of services, which includes the following: <br/><br/>Care in your own home<br/>• Adult community specialist palliative care team (7 days a week, 12 hours a day)<br/>• Hospice at home (7-day service, available up to 24hrs)<br/>• 24/7 specialist phone advice (Consultant-led advice)<br/><br/>Care in a community inpatient setting<br/>• Enhanced end-of-life care beds<br/>• Specialist hospice inpatient unit beds<br/><br/>Outpatient and wellbeing care<br/>• Hospice MDT outpatient clinics<br/>• Dedicated bereavement & psychological support (including offering one-one counselling and group sessions)<br/>• Lymphoedema (for both cancer and non-cancer patients)<br/><br/>Main components of the Adult Community Specialist Palliative Care services:<br/>• Delivered by a Specialist Level Palliative Care Multidisciplinary Team with the requisite qualifications, expertise and experience in offering care. <br/>• Specialist knowledge (specialist consultant and specialist nursing services as a minimum) to assess and manage physical, psychological, social, religious and spiritual needs to reduce symptoms, suffering and distress.<br/>• Providing 24/7 specialist telephone advice <br/>• Community Specialist Palliative Care nursing <br/>• Providing education and training to the wider care team who are providing direct core level palliative care to the person.<br/>• Supporting complex assessment and symptom management <br/>• Coordinated home support with general providers to enable patients to stay at home day care services<br/>• Hospice inpatient beds, Enhanced End of Life Care beds, Hospice At Home, Hospice outpatient, day and other wellbeing services <br/>• Family & Carer support<br/>• Psychological and Bereavement support. <br/><br/>The proposed new model of care can be accessed via the following link:<br/><br/>https://www.nwlondonicb.nhs.uk/get-involved/cspc/proposed-new-model-care-community-based-specialist-palliative-care-adults-nw-london<br/><br/>There will be a need for a physical base that is linked to a hospice within or close to NW London. The Contracting Authority believes there are currently no hospices set up in the region other than those of existing providers. However, the Contracting Authority invites any providers who consider they can realistically deliver the full package of services under the Proposed Contract to express their interest and complete the market engagement questionnaire.
