Why no open competition: The procurement falls outside the scope of application of the directive
Published justification: Herts and West Essex ICB has been working with its system partners for a number of years to develop a strategy to deliver truly integrated health services to its patient population.
This development has reached a crucial point with a number of key transformational programmes being both in development, and in place, which are being tested and evaluated.
The Hertfordshire and West Essex Board was established on 1st July 2022, as such commissioning strategies are being developed. To procure the services at this point will likely destabilise the excellent progress which is being made and delay implementation of the integrated care programmes. Any delay would also have an adverse impact on the patient population.
