- Change The proposed additional works and services comprise preliminaries and site supervision works on the site of the works under the Contract and therefore are not considered to change the overall nature of the Contract — Need for additional works, services or supplies by the original contractor/concessionaire: The need for modification has been brought about because the Employer has not been able to undertake the Additional Works themselves due to the inability to source resources (including labour)to do so. These are circumstances which could not reasonably have been foreseen by the contracting authority.
