        "description": "East Lothian Council and Midlothian Council are jointly commissioning a service required to address the harmful effects  of Violence Against Women and Children and to contribute to the prevention of the same.\nEast Lothian Council and Midlothian Council seeks to appoint a Provider who can provide support to women and children who are affected by gender based violence.\nThe purpose of the service is to provide an appropriate, accessible, secure and safe accommodation, and associated support services, for women, transgender women and children experiencing domestic abuse and other forms of gender based violence. This will include both practical and emotional support. The service will be flexible and responsive to the individual's needs of women, transgender women and children across East Lothian and Midlothian.\nAs part of this contract you will be provided with up to ten properties within each Local Authority area through a lease arrangement."

  "description": "Economic operators may be excluded from this competition if they are in any situation referred to in regulation 58 of the Public Contracts (Scotland) Regulations 2015.\nFinancial Health Flowchart\nThe financial information will be evaluated using the Midlothian Council financial health evaluation flowchart, please see Appendix 1. The financial information provided will require to meet the following criteria:\n(i) The ratio of total assets to total liabilities (net assets) should be positive in 2 out of 3 years.\n(ii) The accounts should not show a lost in 2 consecutive years.\n(iii) The accounts should not show a loss in 1 year and negative net currents assets in any 1 year.\nWhere the information provided does not meet item (i) but there is an improving trend Midlothian Council may consider items (ii) and (iii)\nand will have the discretion, with regard to the evidence provided and taking into account the level of risk to Midlothian Council, as to\nwhether the Tenderer will pass this requirement.\nThe Tenderer will require to submit evidence in the form of their audited accounts or equivalent for the most recent 2 years (2 sets of\nsigned, audited accounts), along with details of any significant changes since the last year end.\nTenderers must not contact anyone at the Local Authority directly in relation to this tender exercise, doing so may result in your exclusion from any further part in the process.\nAll questions must be raised using the Question & Answer facility within this notice.\nNOTE: To register your interest in this notice and obtain any additional information please visit the Public Contracts Scotland Web Site at https://www.publiccontractsscotland.gov.uk/Search/Search_Switch.aspx?ID=828625.\nThe buyer has indicated that it will accept electronic responses to this notice via the Postbox facility.
