What is being bought
Associated British Ports (ABP) is constituted under the Transport Act 1981 (Reference ZC000195) and its Principal Office is located at 2nd Floor, 25 Bedford Street, London WC2E 9ES and is the UK’s leading ports operator. As the main operating company within the overall ABP group of companies. ABP is the UK's leading port operator with a network of 21 ports across Britain. ABP handles around one-quarter of the nation's seaborne trade, contributing £7.5 billion to the economy every year and supporting 119,000 jobs. ABP also operates one of the UK's busiest rail terminals at Hams Hall in the Midlands. ABP currently spends circa £235 million per annum on goods, services and works in the supply chain to support its trading activities. To support ABP’s strategic pipeline of infrastructure projects they intend to procure a [4] year Professional Services framework with an option to extend by a maximum of 2 years (+1 +1) to support the Development and Delivery of Projects nationally across its 21 Ports and other ABP Group locations. The estimated value of the framework over its full duration is in the region of £15m +. The structure of the Professional Services Framework is still being finalised but as a minimum it will be split into three main lots, which may contain sublots covering national and regional delivery requirements. Lot 1 for Project Support Services including but not limited to Project Management, Programme Management, Project Controls, Cost and Commercial Management, Contract Administration, Procurement and Estimating.Lot 2 for Design and Engineering Services including but not limited to RIBA Compliant Design Services, Design Guardianship, Building Information Modelling (BIM), Civil Engineering, Structural Engineering, Maritime Engineering, Mechanical Engineering, Electrical Engineering, Control Systems, Traffic Management, Architecture, CAD Support and others.Lot 3 for Specialist Support and Advisory Services (Subject Matter Experts (SME’s) such as Risk Management, Dispute Resolution, Planning and others.The Professional Services framework will be engaged through a bespoke NEC4 Framework Contract incorporating bespoke NEC4 Professional Services Contracts (PSC) which will be used to call off services required. Call off contract options will be modified versions of:Option A – fixed price with Activity Schedule, Option C – target price with Activity Schedule and Option E – cost reimbursable contract. The Professional Services framework will operate under a number of different mechanisms including pre-agreed schedule of rates and terms and conditions allowing project awards quickly and effectively, either as direct awards or mini competitions. This framework will be procured in accordance with the following timeframe: (1) Pre-Qualification release to market – March 2021(2) Issue Invitation to Negotiation to short listed Consultants – May 2021(3) Award decision & Standstill period – end of June 2021(4) Contract Commencement – July 2021.Consultancies and SME’s are invited to provide an Expression of Interest in this framework by emailing phil.goundry@abports.co.uk by no later than the 4th March 2021. The Consultants must advise in their EOI who the key point of contact from their organisation will be and which of the ABP Port Locations they are interested in tendering for if they are not expressing interest on a national basis.
