What is being bought

Published requirement description

NAD (National Armaments Director Group, part of the UK Ministry of Defence (previously Defence Equipment and Support)) intends to award a contract under Procurement Reform Regulations of 2023 by means of competitive flexible procedure, for the supply and through-life support of boresight kits (boresights and interchangeable mandrels/adapters) for use on multiple weapon systems/calibres within Land Equipment Operating Centre (LEOC). The Combat Vehicles 2 team (a LEOC team) are leading this project as they have a confirmed requirement of 295 boresight kits, with an initial requirement to obtain 50 boresight kits within 4-6 months of contract award.

This contract may also include options to allow other teams to purchase additional quantities to fulfil their own requirements in due course. The approximate total quantity of these optional buys is c.400 boresight kits (at current estimates).

As the other team’s requirements are not fully matured, we are currently unable to quote an exact contract value and duration. We estimate the duration to be between 1-3 years, and the overall contract value to be between £2,000,000 - £5,000,000, but this will be dependent on the confirmed ranging and scaling of other teams’ requirements.

A Cyber Risk Assessment (RAR-JLG5AJJ) has been completed for this project, and it has been classed as Level 1. Please review DEFSTAN 05-138 for further information on the control measures associated with this assessment to ensure bidders are able to comply.

You may express your interest in this requirement by completing the Procurment supplier Questionnaire (PSQ) found at: contracts.mod.uk/go/3057590101A0FCA1E44A ↗

The PSQ shall be assessed using the selection criteria given within the PSQ and within each question. Only those potential suppliers who successfully complete and pass the PSQ shall be inivted to Tender.

AOB: Contract end date and duration are approximations, as they are dependent on other delivery teams within LEOC wishing to utilise the options within this contract to purchase additional units to fulfil their own requirements.

  • How the procedure runs: The structure and methodology of the Competitive Flexible Procedure are currently being designed and will be outlined in the Invitation to Tender (ITT), including the associated evaluation criteria.
  • No preliminary market engagement: Pipeline notice has been produced and market analysis has been conducted internally.

What this means for your bid
  • Price carries 40 of 100 points: a 10% discount moves about 4 points. The method statement decides this lot, not the discount.
  • Turnover usually expected at this size: about £2,772,713 (twice the annual value).

Price arithmetic assumes straight proportional scoring; the tender pack may use another formula. Turnover is an indicative market norm (≈2× annual value), not a published condition.

What to do with it
How often do SMEs win?
i

How often small and medium firms win.

Share of awards where the winner’s size is known.

The counts under this question show how many awards have a known supplier size.

Last 36 months.

Buyer: 2 of 4 known-size awards · market: no supplier sizes published
2 of 4—

Small firms have won here. Neither number says whether you qualify; it describes who has been winning.

How often do local suppliers win?
i

How often local firms win similar work.

Winners with a registered address in the delivery region, out of awards with a known address.

A local branch does not count if the registered address is elsewhere.

Last 36 months.

Buyer: no winner locations published · market: no winner locations published
——

No winner locations published for this authority. Local means a registered address in the delivery region.

How long to a decision?
i

How long buyers here take to decide after bids close.

Middle value in days from the deadline to the first award notice, on competitions that published both dates.

Only decided tenders count, so slow ones still waiting are not in.

Last 36 months.

Buyer: 22 decided notices · market: no decision dates published
75 days—

Half of these awards were announced within 75 days of the bid deadline.

How often single-bid or direct?
i

How often work is awarded with no recorded rival.

Direct awards and tenders where every published lot count shows one bid.

The buyer’s share is a minimum: some awards have no bid count.

Thin markets produce this too; it is not proof of a tailored specification.

About this data
  • Source. Official UK public procurement notices (Find a Tender), reused under the Open Government Licence v3.0. New notices arrive through the day; the figures are rebuilt nightly.
  • Two views, kept apart. The authority’s own track record and the wider market for the same kind of work sit side by side and are never mixed. Where the local picture is too thin, a figure widens to a broader market and says which one it used.
  • Forecasts are labelled. The price forecast and its range, possible competitors and the earlier-work matches are our estimates from past awards: not published facts, not win chances and not price advice. Official notices do not say who is bidding.
  • Every figure shows what it rests on. Not every notice publishes a bid count, a value or a delivery region, so each figure carries the number of records behind it, and one built on few records is marked as such. The on a figure explains it; the counting rules are in the methodology. Spotted something wrong? Tell us.
