MSS/139 – Spares Inclusive Upkeep of Driers and Filtration Equipment Fitted to HM Ships and Subs.
Marine System Support (MSS) is responsible for delivering and maintaining the design intent of in-service equipment and systems through Design Management, Engineering Support, and Inventory Management. MSS is a customer-centric organisation with three Systems Project Teams (SPTs) aligned to supporting the customer’s on-board systems.
The intention is to place a Contract for a period of up to 7 (seven) years duration with L B Bentley Limited for Spares Inclusive Upkeep of LB Bentley Desiccant Dryers, LP Dryers, BA Filtration and Associated Equipment’s Fitted to HM Ships, Submarines and land-based facilities. The total estimated value of the Contract is estimated to be £4m (four million Pounds Sterling) exclusive of VAT.

Procedure rationaleThe Marine Propulsion (MP) team within Marine Systems Support intends to place a Contract with LB Bentley for Spares Supply, Delivery, Repair, Post Design and Technical Services for Drier and Filtration systems. The estimated total value of the contract is £4M (ex VAT) over a 7-year contract duration.
In accordance with regulation 4 of The Defence and Security Public Contracts (Amendment) (EU Exit) Regulations 2019 (SI 2019/697) this procurement falls to be regulated under the provisions of the Defence and Security Public Contracts Regulations 2011 as amended (in particular by SI 2019/697 and SI 2020/1450). Prior publication of a contract notice in the Official Journal of the European Union is no longer appropriate. It is considered that the award of the contract without prior publication of a contract notice in the UK e-notification service is lawful in accordance with Regulation 16(1)(a)(ii) of the UK Defence and Security Public Contract Regulations 2011 for technical and safety reasons.
The Air Dryers requiring support are installed on Royal Navy Ships & Submarines. LB Bentley is the Design Authority and manufacturer of the Air Dryers. The Contract can only be performed by LB Bentley because they hold the necessary SQEP and technical knowhow including technical data, technical overhaul manuals and manufacturing design codes required to perform this requirement. Without access to this information, this equipment cannot be maintained nor safely supported. In addition, the technical information held by LB Bentley is necessary for performing this requirement to the safety levels required by the mandatory Safety of Life at Sea and Pressure System Safety Regulation requirements. Failure to use LB Bentley would lead to significant technical and consequently safety issues. |
