Coverage: 43 active published awards; 40 bid reports (which may be per lot). Supplier values exclude multi-supplier awards, frameworks and DPS, and use GBP only. They are published award values, not payments. Price reduction compares single-lot, single-award, single-supplier GBP procedures with explicitly non-framework/non-DPS status; increases remain in the average. Unpublished data stays unknown. Awarded suppliers are winners, not all bidders.

Planning and rationale

No-engagement rationaleNot published |
Procedure rationaleThe refuge system currently in use required statutory maintenance and for security can only be maintained by the manufacturer, the Alerter Group.
This is in line with Regulation 32 (2) (b) (ii) which states that contracting authorities may award public contract without prior publication when competition is absent for technical reasons.
In addition, this is also in line with 32 (5) (b) which states that extension of an existing contract is permitted where a change of supplier would result in incompatibility or disproportionate technical difficulties in operation and maintenance. |
