What is being bought

Plymouth City Council, "The Authority", is seeking suitably qualified and experienced Suppliers to tender for the re-procurement of its Intensive Schools Engagement Programme. Objectives The overall aim of the programme is to increase the number of young people travelling to school actively and/or sustainably with a particular focus on areas that have seen infrastructure improvements and with a particular focus on the strategic growth areas. The objectives are to:- • Reduce the number of young people travelling to school by car - with a shift to active travel modes or use of public transport. • Raise awareness of the benefits of active travel in schools and amongst the wider school community of teachers, parents and siblings. • Create a culture of active travel within project schools and the wider school community of teachers, parents and siblings that can be sustained after the project has finished • Work in partnership with the City's Bikeability provider, in order to maximise the benefits of all programmes. • Maximise awareness of, and participation in, activities associated with the Authority led behavioural change programme, 'Plymotion', amongst schoolchildren and the wider school community. The objectives are achieved through delivery of a wide range of events, activities and sessions run in Plymouth schools, such as: • bike and scooter skills training • led rides, including transition rides to secondary school and college • Dr Bike and bike maintenance training • curriculum-linked sessions on active travel • incentive schemes for classes and individuals • various competitions such as inter-school competitions (Big Walk and Wheel) • Be Safe Be Seen and other safety sessions • bike powered smoothie maker and other fun sessions on active and healthy living • sessions to encourage Year 6 pupils making the transition to secondary school to cycle and travel safely

Comparable-procurement analytics

Benchmarked against retained Find a Tender procedures with CPV division 80. The category anchor is Youth education services (80310000); this is a deliberately broad market comparator. The comparison is shown at several levels rather than pretending one company or region is always the best benchmark.

“Reported bids” is an official aggregate, sometimes reported per lot; it is the closest available competition measure. “Named award suppliers” are winners, not all applicants.

Price-outcome signal

Not enough comparable procedures currently publish both a GBP tender value and a usable lowest-valid-bid value to calculate a responsible price-reduction benchmark. Tenderline deliberately does not infer a saving from named award suppliers or from missing award values.

The programme requires a coordinated and consistent approach across all participating schools, alignment with the Authority's wider behavioural change initiatives, and clear accountability for achieving engagement and modal shift outcomes. Dividing the requirement into lots could introduce additional management overheads, reduce operational flexibility, and increase the risk of inconsistent delivery across the programme."
