What is being bought

Thanet District Council wishes to select and appoint a suitable supplier for the provision of coastal zone maintenance and emergency works to local authority structures and invites prospective suppliers to submit a Tender to meet the Employer’s requirements. This contract is for civil engineering works primarily associated with the maintenance of coastal defence structures along the Authority’s 19 mile coastline. The works may take the form of responsive repairs, general maintenance or emergency works for which a 24 hour call out service will be required with a 2 hour response time. Typical works orders may involve formed concrete works and concrete repairs, handrail repairs, fencing, bituminous surfacing, steel works or drainage works; however, this is not an exhaustive list. The majority of the works will be undertaken in the vicinity of the lower and upper promenade areas on the Isle of Thanet coastline. Some of the works will also be undertaken within the tidal zone and some works may be ordered in locations away from the coastline. The primary objective of the contract is to provide the council with a contractor to carry out coastal zone maintenance and emergency works and to maintain coastal assets to a satisfactory and safe standard. High standards of the delivery of this contract are important to provide a clean, safe and welcoming environment for our residents and visitors which is one of our District Council’s corporate priorities, as well as delivering value for money. The Contract is anticipated to commence upon September 2024 for a duration of 3 years with one option to extend (at the Council’s discretion) of 24 months unless terminated sooner in accordance with the Conditions of the Contract. Important Information: All procurement documents are attached to this Notice and available for suppliers to download and complete according to instructions contained. The procurement process will be undertaken on the basis of formal tenders. Evaluation will be on the basis of criteria and methodology as set out in the Invitation to Tender document. Any clarifications or questions must be submitted via the Message area of the Kent Business Portal by no later than 14.00hrs on 1 July 2024. Completed Tender documents must be submitted electronically via the Kent Business Portal by no later than 14.00hrs on 10 July 2024.

Comparable-procurement analytics

Benchmarked against retained Find a Tender procedures with CPV division 45. The category anchor is Construction work for water projects (45240000); this is a deliberately broad market comparator. The comparison is shown at several levels rather than pretending one company or region is always the best benchmark.

“Reported bids” is an official aggregate, sometimes reported per lot; it is the closest available competition measure. “Named award suppliers” are winners, not all applicants.

Price-outcome signal

Not enough comparable procedures currently publish both a GBP tender value and a usable lowest-valid-bid value to calculate a responsible price-reduction benchmark. Tenderline deliberately does not infer a saving from named award suppliers or from missing award values.
