Procedure rationaleThe contract sets out the terms of the co-operation between 2023 Cycling World Championships Limited and Glasgow City Council in connection with the hosting of the 2023 UCI Cycling World Championships in Scotland. Glasgow City Council (and its wholly owned subsidiary, Culture and Sport Glasgow) are strategic partners in the hosting of the Championships and are contracting authorities in their own right. The contract is, therefore, exempt from the Public Contracts (Scotland) Regulations 2015 (2015 Regulations). This is because the contract does not constitute a public contract for the purposes of the 2015 Regulations and, even if it was to constitute a public contract for the purposes of the 2015 Regulations, the 2015 Regulations do not apply as the contract falls within the scope of Regulation 13(8) of the 2015 Regulations (i.e. relating to co-operation between contracting authorities).
