Published requirement descriptionYPO are bringing to market a new national framework for the HR & Professional Services category that will cover areas we do not currently offer services in. We identified four key areas that we wish to incorporate into this framework including, HR Advice and Administration Services, Payroll Management, Vetting and Compliance and Below Threshold Recruitment Requirements.
YPO are the sole public sector buying organisation for this procurement, we manage an array of frameworks for a variety of services and products. Public sector organisations utilise our frameworks as a compliant route to market to award contracts which meet their requirements.
This framework will divided into lots, reflective of the areas mentioned above and then a lot covering multiple services described.

- Lot 5a – Below Threshold Temporary Recruitment
- Lot 5b – Below Threshold Permanent Recruitment

Published description of the framework
A Contracting Authority may award through the Framework by either an Award Without Competition or through a competitive selection process.
Award Without Competition
A Contracting Authority can make an Award Without Competition where it identifies the Supplier offering the Most Advantageous Tender (MAT) against its specific requirements. The Contracting Authority shall undertake its own due diligence and assess Suppliers using the Framework pricing schedule, taking into account factors such as:
- Cost per service and required volumes;
- Additional charges;
- Volume discounts;
- Optional services required; and
- The Supplier's ability to deliver all required services.
The MAT can be determined using the Framework Weighted Value for Money Index, incorporating Framework non-cost scores and Contracting Authority-specific pricing. Please see the Procurement documents for more information.
Competitive Selection Process
For a Competitive Selection Process, all Suppliers appointed to the relevant Lot or Sub-Lot shall be invited to submit sealed bids via the Contracting Authority's chosen e-tendering system.
Contracting Authorities are able to set their own conditions of participation and mandatory requirements to meet their own organisational requirements.
Contracting Authorities can evaluate bids against Cost, Quality and Social Value/Sustainability criteria, provided the total weighting equals 100%. YPO recommends weightings of 10%-80% for Cost, 10%-80% for Quality and 10%-30% for Social Value/Sustainability. Customers can amend weightings to suit their own needs at their own risk within the range permitted. Criteria may either be re-opened and evaluated at call-off stage or scores from Framework establishment may be utilised. Where Contracting Authorities wish to vary award criteria weightings, YPO recommends that at least two criterions are re-opened. Please see the procurement documents for more information.
The Contracting Authority shall define its requirements and evaluation methodology within the call-off documentation. Requirements may include delivery arrangements, timescales, budgets, invoicing and payment profiles, optional services, refreshed pricing and Social Value commitments.

Lot 3 of this Framework shall provide a compliant route to market for all public sector organisations seeking access to Vetting and Compliance services from Basic/Enhanced Vetting to Bespoke/Specialist Vetting. Delivery shall be available on a national basis.

Lot 1(b) of this Framework shall provide a compliant route to market for the education sector, which includes schools, academies, Multi-Academy Trusts (MATs) and any other educational establishments within the UK, seeking access to a managed or partial service solution for their outsourced payroll requirements. YPO are looking to undertake preliminary market engagement with suppliers in the various markets to understand the key elements of the markets and the support a national framework can provide to the Public Sector, and if there is the requirement for these services.
The first step of engagement will be conducted through the completion of a questionnaire, whereby YPO are seeking feedback from suppliers regarding the different markets and services we envisage under this solution. We seek to understand the challenges within these markets, relevant pricing models, market trends, social value considerations and more.
Please register your interest by contacting us at [email protected] and we will share a copy of the questionnaire for your review and completion by the deadline 6th February 2026 – 5pm. Please ensure the questionnaire request is made accordingly with the subject heading highlighted below and please specify the lot(s) you wish to complete the questionnaire for –
‘PME 1329 - HR Support Services Framework’
Should YPO require additional information from suppliers following the questionnaire responses we will arrange for a follow up session remotely via Microsoft Teams at a convenient time for both parties concerned.
Should YPO wish to proceed further a formal procurement process will be followed in accordance with YPO’s Contract procedure rules and in line with the Procurement Act 2023. Please note that any information is being sought without prejudice and without commitment.
Following the initial PME stage YPO are intending to advertise this opportunity through Find a Tender in spring 2026 with an estimated contract start date of the 10th August 2026. Please note whilst we strive to ensure all timescales are met the advertising date is indicative and can be subject to change without prior notice.
