This is a notice under Regulation 9 (3) of the PSR of Isle of Wight Council's intention to award the contract for the 0-19 Public Health Nursing Service to the existing provider Hampshire and Isle of Wight Healthcare NHS Foundation Trust pursuant to Direct Award Process C of the PSR.

The proposed contract 5 years from 1st April 2027 until 31st March 2032 with an option to extend up to a further 2 years until 31st March 2024 at the sole discretion of the Council. The total contract value for the 5 years plus the option to extend up to 2 years is £14m.

The proposed award of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023.

For the avoidance of doubt, the provisions of the Public Contract Regulations 2015 do not apply to this proposed award.

The publication of this notice marks the start of the standstill period. Representations by providers must be made in writing in accordance with Regulation 12(3) to the Authority before 12 midnight on 11 September 2026 via email to [email protected].

This contract has not yet formally been awarded; this is a notice under Regulation 9 (3) of PSR of the Authority's intention to award the proposed contract under Direct Award Process C.

Decision maker: Director of Public Health and Wellbeing, Isle of Wight Council.

No conflicts of interest were declared.

All basic selection criteria have been met and the key criteria were weighted as follows:

Quality and Innovation (25%)

Value for Money (15%)

Integration, Collaboration and Sustainability (25%)

Improving access, reducing health inequalities and facilitating choice (25%)

Social Value (10%).

Following assessment, the Authority is of the view that the existing provider is satisfying the original contract and will likely satisfy the proposed new contract to a sufficient standard for the purpose of Regulation 9 (2) of the PSR.
