LOT 3:
16 and 17 Year olds Accommodation and Support Service
Bury Council has a duty to accommodate 16 and 17 year olds under section 20 or section 17 of the Children Act 1989.
1.2 A child accommodated under section 20 becomes a 'looked-after' child. The local authority is responsible for them as corporate parent, and has a duty to monitor their health, education and care. Their accommodation must be regulated and registered with Ofsted. These duties and safeguards do not exist for children accommodated under section 17. If a young person is not 'a Child in Need', has been fully advised, and has capacity, they can choose not to be accommodated under section 20 and will be assessed under section 17.

Known Risks
While the tender outlines an estimated number of units required in Year One, it is acknowledged that this is a demand-driven service. As such, there are inherent risks associated with fluctuations in demand which may increase or decrease over time. These variations are recognised and will be managed within the parameters of the contract. The Supplier is expected to respond flexibly to evolving requirements and to engage proactively and collaboratively to ensure service continuity and value for money.
