Published requirement descriptionThe University of Huddersfield intends to award a supplier the contract for the supply of Vehicle Leasing & Hire at the University of Huddersfield.
The tender process will consist of three lots:

- How the procedure runs: The requirement is divided into three (3) Lots: Lot 1: Vehicle Leasing (Long-term lease arrangements) Lot 2: Vehicle Hire (Short-term and ad-hoc hire services) Lot 3: Combined Leasing and Hire Solution (Integrated fleet provision) This structure allows bidders to compete for individual service lines or propose integrated solutions, enabling the Authority to assess both specialist and consolidated delivery models.

Lot distribution rule: The University will evaluate each Lot individually in accordance with the stated award criteria. In addition, where a Tenderer submits a bid for Lot 3, the University will undertake a comparative assessment between:
The highest scoring compliant bids for Lots 1 and 2 awarded separately, and
The Lot 3 combined solution
This comparison will assess overall value for money, taking into account:
Total evaluated cost across the relevant Lots
Aggregate quality scores
Service delivery benefits
Operational efficiencies and risk reduction
The advantages of a single integrated solution
Where the University determines that the Lot 3 submission provides a superior overall value for money outcome, it reserves the right to award Lot 3 in place of awarding Lots 1 and 2 separately.
