Procedure rationaleIn order to promote the use of Satellite technology in UK Government. Requirements must be identified insights gained and methodology developed to inform future programmes Satellite Application Catapult's role as a catapult positions them uniquely . As such, they are the only provider that can provide the required service.
The applicable exemption regulation for this contract is PCR 2015 Regulation 32 Section 2 (b) (ii) 'competition is absent for technical reasons' as there is 'no reasonable alternative or substitute that exists and the absence of competition is not the result of an artificial narrowing down of the parameters of the procurement'. |
