Procedure rationale (direct award / limited competition)Pyramid Services South Ltd has completed approximately 80% of the Mechanical and Electrical installations associated with the project. The remaining works include completion, testing, witnessing, commissioning and certification of the existing installations, together with associated works required to complete the overall project. Appointment of an alternative contractor would require a new supplier to inspect, validate and assume responsibility for complex installations undertaken by another contractor, creating potential compatibility and technical risks, duplication of testing and certification, additional costs and programme delays. Retaining Pyramid also provides continuity in the management and coordination of the remaining construction works and supports the effective management of health and safety responsibilities throughout the construction phase. The direct award is therefore considered necessary to maintain continuity, manage technical interfaces and ensure the safe and coordinated completion of the works.
