Coverage: 103 active published awards; 90 bid reports (which may be per lot). Supplier values exclude multi-supplier awards, frameworks and DPS, and use GBP only. They are published award values, not payments. Published-to-award variance compares single-lot, single-award, single-supplier GBP procedures with explicitly non-framework/non-DPS status; increases remain in the average. Unpublished data stays unknown. Awarded suppliers are winners, not all bidders.

Procedure rationaleNHSBT have a requirement to appoint a provider to assist them with a project (initially funded by the UK Ministry of Defence) into the manufacture and use of dried plasma (“Project”).
NHSBT instigated a tender for the appointment of a provider utilising the Open procedure pursuant to Article 27 of the Public Contract Regulations 2015 (“PCR”) (“Tender”).
NHSBT only received one bid (from Velico Medical) that complied with the specification for the Project.
NHSBT terminated the Tender and undertake a procurement under Article 32 of the PCR; which is the “Use of the negotiated procedure without prior publication”.
NHSBT did not make any material amendments to the specification or other tender requirements; the negotiation focussed solely on commercial aspects (i.e. the price for Equipment, Consumables and associated Services)
