Procedure rationaleNHSBT have a requirement to appoint a provider to assist them with a project (initially funded by the UK Ministry of Defence) into the manufacture and use of dried plasma (“Project”).<br/>NHSBT instigated a tender for the appointment of a provider utilising the Open procedure pursuant to Article 27 of the Public Contract Regulations 2015 (“PCR”) (“Tender”).<br/>NHSBT only received one bid (from Velico Medical) that complied with the specification for the Project.<br/>NHSBT terminated the Tender and undertake a procurement under Article 32 of the PCR; which is the “Use of the negotiated procedure without prior publication”.<br/>NHSBT did not make any material amendments to the specification or other tender requirements; the negotiation focussed solely on commercial aspects (i.e. the price for Equipment, Consumables and associated Services) |
