The supplier has already been procured by the UAE. The event organisers confirmed that DMG was procured in compliance with the UAE Government’s procurement rules. This arguably creates a situation of interoperability, in that the Authority is unable to independently procure a supplier and is subject to the existing arrangements of the COP28 hosting country. By not accepting the UAE’s conditions of participation, the UK could lose its opportunity to fully participate in the event and realise its ambitions to play a leading role in driving the global transition to net zero. |
