Published requirement descriptionThe Development Bank of Wales (DBW) is seeking to establish a Framework Agreement for the provision of training, coaching and development services to support the learning and development needs of its employees. The framework will provide access to suitably qualified and experienced suppliers capable of delivering a broad range of professional development services, including leadership and management development, procurement and commercial skills, finance, risk and compliance, project management, coaching and mentoring, digital and technology skills, personal effectiveness, and other specialist training requirements.
Through this procurement, DBW aims to appoint a panel of providers who can deliver high-quality, flexible and value-for-money learning solutions across a range of delivery methods, including classroom-based, virtual and blended learning. The framework will support DBW's strategic objectives by enhancing workforce capability, supporting organisational development and ensuring employees have access to relevant and effective learning opportunities.

The framework is expected to be divided into lots to reflect different areas of expertise. The Development Bank of Wales does not guarantee any minimum volume or value of work under the framework. Contracts will be awarded in accordance with the call-off procedures set out in the procurement documents.
Services may include training programmes, workshops, masterclasses, briefings, coaching, mentoring, facilitation, training needs analysis, learner diagnostics, preparation of learning materials, post-course evaluation and associated reporting. Delivery may be in person, virtual or blended, depending on the requirement, audience and relevant lot.
The framework will be divided into lots covering leadership and management development; procurement, commercial and contract management; financial services, risk and regulatory training; digital, technology and AI skills; project and change management; HR, equality, diversity and inclusion; health, safety and wellbeing; Welsh language and communication skills; coaching and mentoring; and soft skills and business development.
The framework will not guarantee any minimum level of spend, volume of work or number of call-off contracts. Requirements will be commissioned through the framework call-off arrangements and will be subject to business need, budget availability, approval requirements and supplier performance.

Published description of the framework
The framework will operate as a closed multi-supplier framework agreement. Suppliers will be appointed to the lot or lots for which they submit a successful tender and will only be eligible to receive call-off opportunities under those appointed lots. When DBW identifies a requirement, it will determine the appropriate lot and issue the requirement to the appointed supplier or suppliers under that lot in accordance with the call-off rules set out in the procurement documents. Call-offs may cover single training sessions, workshops, coaching assignments, short programmes, multi-session development pathways, refresher training, bespoke learning interventions or associated support services. The primary call-off route will be further competition between suppliers appointed to the relevant lot, particularly where more than one supplier is capable of meeting the requirement and DBW needs to compare approach, trainer or coach suitability, availability, delivery method, timescales and price. Suppliers invited to a further competition will be asked to submit a proportionate proposal responding to the specific requirement. Direct award may be used only where permitted by the framework terms and where objective criteria apply. This may include, for example, continuation of existing training, follow-on activity from bespoke design work, refresher or consolidation sessions, continuation of coaching or mentoring support, or circumstances where a particular appointed supplier is uniquely placed to deliver the requirement because of prior involvement, continuity, specific expertise, availability or value for money considerations. All call-off contracts will be subject to business need, budget availability, approval requirements, supplier performance and the terms of the framework. Appointment to the framework does not guarantee any minimum level of spend, volume of work or number of call-off contracts.

Changes to information security, data protection, accessibility, equality or health and safety requirements affecting the delivery of training services. Events outside the reasonable control of either party, including significant disruption to premises, technology infrastructure, public health events or other force majeure circumstances which necessitate changes to delivery arrangements. Where such risks materialise, the Development Bank of Wales may need to amend the Framework Agreement or call-off contracts to ensure the continued effective delivery of services, maintain compliance with legal and regulatory obligations, and achieve value for money.
