    Requirement to perform an MRN conversion as part of the development and implementation of integration required between the Varian Cancer Management System (ARIA) and the Electronic Health and Care Record. Cancer-related appointment scheduling generated in either system is necessary to display in both systems for usability. Additional patient flagging and treatment summary information generated in Varian Aria is also necessary to have in EHCR, so that EHCR has a way of noting which patients are receiving cancer treatment and can direct carers to pertinent treatment details without needing to do manual documentation and updates in multiple systems. Items included within this are: • Provision of an extract of patient data which will identify all Radiation Oncology patients who do not have an HCN • Running the ID re-configuration in Test on the T-Box - this may require several iterations (the T-Box will need to be refreshed with a copy of Production prior to each test) • Running the ID re-configuration in Production (this will require the Production system to be backed up) • Implementing the ID re-configuration will need to be performed out of hours

Procedure rationaleVarian is the single supplier of this software and they provide support of the main system and their bespoke interface engine. This system is highly specialised for the purpose of cancer treatment delivery and is in use to support cancer services in all five trusts in Northern Ireland. Only the supplier of the Varian system has the technical expertise to carry out this integration of their own product with the EHCR being implemented in HSCNI. It is not possible to procure this interface development via a framework route. Alternative options are not appropriate in this instance as Varian is already contracted and deployed across Northern Ireland. Varian is the only cancer treatment management system in use for this purpose regionally and therefore this DAC is being justified for technical reasons under Regulation 32(2)(b) of the Public Contracts Regulations 2015 as only the supplier of the Varian system has the rights and ability to create the interface with EHCR.
