Procedure rationaleIn accordance with Regulation 33 of the Public Contracts Regulations 2015, the supplier received a direct award for a call-off contract from the Framework Agreement entitled North East Procurement Organisation (NEPO) and The Procurement Partnership Limited (TPPL) Supply of HGVs.
The framework permits direct awards where: "Direct Awards are made based upon which Supplier(s) offer the range of vehicles required by the Member at the best price and quality…”. Before the commencement of the framework agreement, all prospective member suppliers were evaluated based on submissions of price and quality criteria. In lot 1, Motus Group (UK) Ltd received the best combination score of price and quality, and is therefore ranked first. A direct award to Motus is therefore permitted by the framework agreement. |
