What is being bought
The UK Chinook and Merlin fleets are heavily committed to operations world-wide as well as contingent military tasks and continuation training. Both aircraft are fitted with the Pratt & Whitney Titan T62. The Chinook Delivery Team has to maintain appropriate arrangements to ensure platform availability and serviceability – to support a Forward Fleet of aircraft as well as to facilitate the timely completion of aircraft depth maintenance.
In line with the above, the Chinook Delivery Team intends to direct award the contract for support to the Titan Auxiliary Power Unit (APU) for the for the T-62T-2B Chinook and T-62-40C7EH Merlin Helicopters to Pratt & Whitney under Schedule 5, Paragraph 6 of the Procurement Act 2023 (Technical Reasons).
The intention is to place an initial two year contract, with an option to extend for a further 12 months. The contract will include the Repair and Overhaul (R&O), as well as the provision of a Post Design Service, for the Titan T-62T-2B (fitted to Chinook) and T-62-40C7EH (fitted to Merlin) Auxiliary Power Unit (APU).

Procedure rationaleThe Chinook Project Team as part of the United Kingdom Ministry of Defence (the Authority) intends to award a contract with RTX Corporation – Pratt & Whitney Division for the provision of 4th Line Repair, Maintenance and Post Design Services for the Titan Auxiliary Power Unit (APU) Type T-62T-2B and T-62-40C7EH for both MOD Chinook and Merlin variant Helicopters for a period of two years, plus one option year. It is considered that this contract can be awarded under Section 41 of the Procurement Act 2023 because the direct award justification specified in paragraph 6 of Schedule 5 applies, in that, RTX Corporation – Pratt & Whitney Division, previously Hamilton Sunstrand, are the Titan APU Type T-62T-2B and T-62-40C7EH Original Equipment Manufacturer (OEM) and appointed Design Organisation (DO). RTX Corporation – Pratt & Whitney Division hold the relevant technical skills, engineering know-how, tools, Type T-62T-2B and T-62-40C7EH technical data, drawing and design information, are the only supplier capable of meeting the Authority’s requirement and there are no reasonable alternatives. |
