Under the Framework Agreement, Samsung Electronics (UK) Limited are provisioning the following scope of supplies to the Authority

  1. LTE Mobile Handheld Devices for Operational Trials
  2. LTE Mobile Handheld Devices available on the Framework Agreement for User Organisations (including police, fire & rescue and ambulance services, as well as other organisations)
  3. Accessories - the supply of accessories that are to be used with the LTE mobile handheld devices for the Trials and to be called off during the term of the Framework Agreement
  4. Intrinsically Safe LTE Mobile Handheld Devices - A variant of the LTE Handheld Device that is intrinsically safe
  5. Software Support and Warranty Services

    • Change The Authority has made previous changes to the original Framework Agreement to include development services for a fee linked to the stages of development of the ruggedised device, totalling GBP 4 905 948. The key aspects of this intended variation to the existing Framework Agreement is as follows: • The Framework Agreement shall extend for a period of 22 calendar months beyond the 3+1 year term as set out in the original contract notice, with a revised natural termination date of 21/09/2023 The modifications as detailed in this Modification Notice do not materially change the Framework Agreement. The supplies to be delivered remain the same and the terms of the Framework Agreement are not materially altered. The term of the Framework Agreement is extended for the same scope of supply. There is no increase in price anticipated as a result of this Modification Notice., Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee: The need for the extension of the term of the Framework Agreement is borne out of three primary causes: a) There have been a series of unexpected and incremental delays in the wider delivery of the ESMCP. This has impeded Samsung’s ability to deliver ESN accredited devices to the Authority for the purpose of testing (accreditation has not been possible to date on the network) b) Accredited and tested devices are essential to maintain the programme timescales for both economic and technical reasons c) Having actively engaged with the supplier market as well as undertaking detailed procurement planning, it is considered unlikely that an alternative replacement device could be built, procured and accredited in time to maintain the integrity of the programme. Accordingly, launching a procurement for the purposes of delivering an accredited testing device is considered high risk and uneconomical (at the current time considering the status of the programme)
