Lot awarding rule: The evaluation criteria is 100% price. The price element of the Bids will be ranked, with the lowest Bid which meets or exceeds the minimum quality threshold being the successful tenderer. There are four quality questions. Bidders must meet or exceed a minimum quality threshold of 65% in order to have their pricing submission evaluated.
