What is being bought
Service and supply contract relating to the design, supply, operation and maintenance of bus shelters across the TfGM network as well providing advertising apparatus for exclusive advertising rights across Greater Manchester is due to expire on 31 December 2024. The current incumbent supplier maintains the shelters and generates revenue by utilising them for advertising, then shares this revenue with TFGM. Information about these contracts may be found on Contracts Finder: 2022/S 000-028440 TfGM is now seeking an additional 18-month provision of these services, and this notice provides transparency around the reasons for this single source requirement, and of TfGM’s intention to tender for new service and supply contract in 2025. The contract can be terminated following 12 months on 1 months’ notice to provide TfGM flexibility for the start date of the proceeding contract in 2026. The decision to contract with JCDecaux is based on the need to maintain continuity of service provision until a full review has been completed prior to launch of a procurement exercise to award a long-term contract. TfGM anticipates this will be advertised in early 2025 once the full scope of the services and supplies has been determined and route to market agreed. It has been concluded that a change in contractor at this stage would cause significant disruption to the procurement process and may end up costing more.
