What is being bought
Published requirement descriptionTfGM is looking to find and contact with a specialist supplier in the area of connected vehicle data.
TfGM on behalf of Safer Roads Greater Manchester (SRGM) Partnership is seeking a connected vehicle data provider to collaborate with TfGM's internal teams and partner authorities.
SRGM is a multi-agency partnership dedicated to reducing fatalities and serious injuries on Greater Manchester's (GM ) roads by influencing attitudes and behaviours. The Safer Roads Partnership is responsible for countywide functions, as agreed with Greater Manchester partners, including casualty data and analysis, performance monitoring, and safety camera operations.
The SRGM Partnership is committed to Vision Zero.
Vision Zero represents Greater Manchester's ambition for zero fatalities and life changing injuries (FLCI) on our roads by 2040, whilst increasing safe, healthy and equitable mobility for all. It includes a challenging interim target of 50% reduction in FLCI casualty numbers by 2030, from 2022 levels. The Vision Zero Strategy adopts the Safe System, whereby people, vehicles and the road infrastructure interact in a way that secures a high level of safety.
The objective is to deliver a comprehensive suite of analytical services aimed at deepening our understanding of road user behaviour and collision risk. In addition, several further benefits and use cases for connected vehicle data have been identified within TfGM and its partner network.
TfGM is therefore looking for a partner who can provide a multi-use source of connected vehicle data. The data will support a range of use cases enabling historic trend analysis, operational insight and real-time intervention.
- How the procedure runs: This a two stage competitive flexible procedure. All interested suppliers are invited to complete a submission to both elements of the exercise - the PSQ stage and the Main stage. As part of the PSQ stage, all suppliers will be asked to provide a response to a written (technical) test. Only those suppliers that pass this test AND the other elements of the PSQ document, will have their Main stage submission evaluated and from that stage, will a preferred supplier be selected. Following a review of the PSQ stage and the test, suppliers will be informed as to whether or not they have progressed to having their Main stage response evaluated.

TfGM are therefore inviting suitable suppliers to respond to an RfI (Request for Information) document that will help TfGM decide their procurement strategy.
TfGM do not guarantee that this exercise will result in a procurement exercise.
If your organisation can provide a solution that meets the requirements of this notice, please email [email protected] with 'Connected Vehicle Data RfI' in the
subject field and the RfI document will then be shared with you.
Responses to the RfI will then need to be submitted no later than 12pm on 16 January 2026.
As this exercise is being undertaken over the Christmas period, please allow extra time for a response to any request for the RfI document or for any answers to any clarification questions.
