Published requirement descriptionTechnical Consultancy Framework shall be a multi-lot framework. Works shall be awarded in line Framework Call-Off Procedure.
The framework shall consist of 5 lots covering numerous disciplines:
- Engineering & Technical Analysis,
- Modelling, Simulation & Analytics,
- Strategic Technical Consultancy,
- Technical Assurance, Safety & Quality,
- Market Modelling Design & Economics.
Once established works under the framework shall be awarded via a combination of competitive allocation and direct allocation.
- How the procedure runs: Two stage process of PSQ and ITT into Contract Award. Requests to participate shall be provided access to the PSQ subject to agreement to NESO specific Non-Disclosure Agreement and Non-Collusion Agreement.

Published description of the framework
Prices shall be evaluated in line with the commercial criteria at ITT stage. The framework shall create framework rate cards to be used at Call-Off.

Provision advice and consulting services in relation to the strategy formation of Modelling, Simulation & Analytics including, discovery, envisage and design stages of advice relevant to NESO specific requirements. Consultancy and advice in this area may include, but not limited to, consultancy relating to the following topics:
- Power system modelling
- Scenario analysis
- Network & demand
forecasting & planning

Please note; Lot 2 does not include the procurement of data models or the provision of software and services packages. Projects which require end to end solutions from strategy, discovery design & implementation will be procured via alternative routes to market.

Published award criteria (3)
- Commercial: The commercial criteria shall be evaluated in line with the ITT Instructions against rate cards and rebates/discounts at 30% total. Terms and conditions alignment shall also be assessed but not scored.
- Technical: The Technical criteria shall be evaluated in line with the ITT Instructions at a total percentage of 60%. The Technical assessment shall be split into two sections: General Technical Assessment: 40% Lot specific Assessment: 60%
- Social Value: The Social Value criteria shall be evaluated in line with the ITT Instructions at a total percentage of 10%. Further guidance on the social value model can be found at: https://www.gov.uk/government/publications/social-value-act-information-and-resources

- Price carries 30 of 100 points: a 10% discount moves about 3 points. The method statement decides this lot, not the discount.
- “Technical Consultancy Framework” is a framework: the contest is a place on its panel, not a single contract: call-offs may be direct or by further competition.
Price arithmetic assumes straight proportional scoring; the tender pack may use another formula.
