Procedure rationaleThe supportive medicines stockpile was designed as a ‘one off’ build to target volumes of a defined range of critical products. However, ongoing concerns regarding the disease and additional waves have caused the Department to prepare for further waves of COVID-19 in Winter 2021/Spring 2022.<br/>The recent developments around the Omicron variant have prompted activation for additional volumes identified through the modelling as necessary to avoid complete stockout of some products through Winter 2021/Spring 2022.<br/>One of those critical products is Alfentanil which has seen markedly increased usage during the pandemic and the need to secure stock has become paramount. There is only one supplier in the market able to produce this strength of Alfentanil. Accordingly, the Contracting Authority used the negotiated procedure without prior publication route to make a Direct Award on the basis of Regulation 32(2)(b)(ii) – Competition is absent for technical reasons – permitted under the Public Contract Regulations 2015 (as amended) to conduct this procurement.
