Procedure rationaleThe Coronavirus disease (COVID-19) gave rise to an extremely urgent need for the Authority to purchase a quantity of Ascorbic Acid because the Authority needs to be in a position to treat the population as required such that did not give the Authority sufficient time to comply with the standard Open Procedure time scales for this procurement. Accordingly, the Authority used the negotiated procedure without prior publication – Regulation 32(2)(c) – Extreme Urgency Route (i.e. direct award) permitted under the Public Contract Regulations 2015 (as amended) to conduct this procurement. It was imperative to maintain security of supply for public health purposes in the face of high global demand. In these circumstances, a procurement following the usual timescales under the PCR 2015, including accelerated options, was not feasible in order for the Authority to secure the urgent Supply, Storage, Over-labelling and Distribution of Ascorbic Acid.
