Why no open competition: Extreme urgency brought about by events unforeseeable for the contracting authority/entity and in accordance with the strict conditions stated in the directive
Published justification: Covid related restrictions and resource issues prompted a need to extend and ensure continuity of supply for these key food products into prisons by a supplier approved / cleared for such deliveries. Suppliers on other frameworks available to the SPS either did not provide sufficient geographic coverage to supply all SPS sites. Alternative suppliers also offered poor value for money for equivalent products.

Publisher note: The SPS will be reviewing its bread & bakery requirements during 2022 with a view to either retendering / establishing new supply arrangements ahead of this contract extension expiring in Jan 2023. (SC Ref:681050)
